The NSC states that, “[a]ccording to the National Highway Traffic Safety Administration (NHTSA), an estimated 9.7% of drivers were using some type of phone, either handheld or hands-free, at any typical daylight moment in 2018.” This means that “…at any given time during the day, nearly one out of 10 drivers is using a cell phone. Moreover, 3.2% were visibly using a handheld cell phone or electronic device.” Thus, although texting and driving bans have been implemented in nearly every state throughout the country, including California, drivers throughout the United States still use their phones while driving at an alarming rate.
